Harold has performed thousands of inspections over 38 years, including 1400 plus inspections of HUD regulatory complaints regarding litigation and/or consumer related HUD complaints since 1999.

Harold has performed Third Party HUD certification in-plant compliance inspections on manufactured homes, inspection of various designs and code regulatory standards, this as an employee of an HUD certified In-plant Primary Inspection Agency (IPIA).

Additionally, Harold has provided education training through various manufactured housing state agency's, detailing inspection procedures that assist ones ability to detect problems before they occur.

Harold has experience since 1974 in design layout and providing design approval drawings for review of a Third Party HUD certified Design Approval Primary Inspection Agency (DAPIA). 

Harold has also worked in the DAPIA industry as a plans reviewer, reviewing designs of floor plans, construction, electrical, plumbing, gas, thermal, transportation, quality control procedures, testing, supplier information, etc. 

To be able to understand the requirement of a particular design aspect, and what it provides a manufactured home, Harold is capable to explain fully and in distinct relation the aspect to the finding.
